Job Purpose / Overview

The Project Manager reports directly to the Head of PMO Effectiveness and is responsible for the direction and leadership of all activities associated with the full life cycle delivery of a contract or work package assigned to them.

This post has the responsibility to ensure delivery of all (or part of) the engineering, procurement, manufacturing, construction and commissioning activities for the life cycle of the contract or work package in accordance with the overall Project schedule. This post will ensure planning and delivery is in accordance with all safety, quality, time and cost parameters to meet the needs of the Project.

The nature of the role is to provide leadership to ensure the effective delivery of activities in the programme, while recognising and managing the impacts of the programme on the wider Project.

The Project Manager will apply a project management approach to activities relating to design principles and system design which are undertaken by the Architect Engineer, detailed design, manufacturing and construction which are largely delivered through contracts and commissioning managed through integrated contractor and EDF Energy teams to ensure all activities are delivered safely, to quality, budget and schedule

The Project Manager is responsible for the delivery of a specific set of activities to time, cost, safety and quality including the day-to-day management of specific contracts and the L3, L4 schedule (Detailed Control Schedules) which provide detailed weekly and monthly work execution sequences. The Level 3 and 4 schedules are utilised by external organisations responsible for work execution to better define logistic sequencing and internal organisational hand-offs.

Leadership is crucial as the Project Manager will be required to establish and lead diverse project team members to deliver activities within their programme. Key resources will need to be identified, requested and clear roles and responsibilities will need to be communicated.

The Project Manager will be responsible for setting up and managing a near term work plan to drive the delivery of work on a week by week basis, setting up and compliance with a budget for their areas of activity; development and operation of a risk log- challenging any increase in costs and developing options to reduce cost, establishing and managing the interfaces between their work scope and the work of the other project managers, setting up and operating the quality plan and the change control for their contracts.

  • In order to understand the operating environment, the job holder will be familiar with the following key documents contained within the Integrated Management System (IMS):
  • Company Manual - outlines the purpose of the company;
  • Project Execution Plan - describes the delivery strategy for the Project;
  • Project Manual - signposts readers to key procedures;
  • Discipline-specific Procedures - detailed activity steps, interfaces, etc.
  • The Nuclear environment is highly regulated by the Office for Nuclear Regulation (ONR);
  • Nuclear Safety Culture is of paramount importance to the Project and is embedded throughout.

Principal Accountabilities

Team:

  • Liaise and interface with the other key teams within NNB on specific tasks which are required to support the principle task of delivery of the project and contract scope for HPC.
  • Participate in providing support to the Team with regard to compliance with approved NNB procedures.
  • Participate in developing the relationships with key statutory stakeholders for the HPC project

Dimensions

The Hinkley Point C Project is split into programmes or work aligned to either plant islands or disciplined based scope; which are in turn broken down into further contracts or packages of work in accordance with the Contract and Work Breakdown Structure(s). Each programme will be delivered in part by EDF resources and in part through one or more (interrelated) major contracts. The accountabilities of the Project Managers are applied to differing levels of scale and complexity.

  • The Programme Team is currently responsible for delivery of a number of contracts that include the following activities: engineering studies, equipment qualification, procurement, quality control, manufacture, delivery logistics, construction / installation, testing, certification and commissioning.
  • The Department works closely with other teams, including commercial, procurement, construction, engineering, project controls, operations and safety.
  • The role is based in either Bridgwater, Aztec West, or the Hinkley Point C site.

Knowledge & Skills

  • Track record of delivering projects within a technically complex and dynamic environment whilst ensuring high levels of safety, security and environmental responsibility, ideally within the Nuclear Energy sector or similar regulated environment.
  • Demonstrate success in managing / developing:
    • Engineering design, contract and field execution strategies for project delivery,
    • Multi-discipline EPCM projects,
    • Procurement and management of complex contracts,
    • Control of costs; risk; schedule and change and proficient in the use of Earned Value tools,
    • Close out of commercial claims and the associated negotiations.
  • Experience of successfully engaging groups of stakeholders.
  • Able to demonstrate strong management skills including project management, financial management, change management and facilitation. Proficient in the use of estimating scheduling, programming and risk tools.
  • Experience of managing contractors, consultants and other advisors throughout large and complex construction projects, in a regulated environment. Including NEC or FIDIC contracts.
  • Good presentation, influencing and facilitation skills. Excellent communication and organisational skills, able to develop relationships and maintain effective networks.
  • Strong numerical and analytical skills.
  • Detailed understanding of PWR design and experience in PWR operations.
  • Working knowledge of French language an advantage.
  • Good knowledge of CDM Regulations.
  • Can demonstrate experience of managing project through the project lifecycle from concept to handover
  • Understanding the needs of quality and how quality is assured and controlled.

Qualifications & Experience

Essential:

  • Proven experience in a business and/or commercial environment
  • Experience in data visualisation and analysis techniques.
  • Implementation of project management and organisational skills, which has been secured by practical experience and a qualification.
  • Knowledge and / or practitioner of Project Management with experience of applying either; APM body of knowledge and OGC's Prince 2.
  • Degree and chartered status in an engineering, construction, physics or other related field.

Desirable:

  • Degree in Business, Engineering, or other related field;
  • Professionally qualified with chartered or equivalent status;
  • Experience of working over the full lifecycle of a project;
  • Experience on a major construction project;
  • Experience in the Nuclear sector.
